All public streets, alleys or sidewalk pavements shall be in good repair. Such repair work, whether done by the city or by the abutting owner, shall be under the supervision of the mayor or his or her appointed designee. Any work done for and on behalf of any property owner on any street, alley, sidewalk or other way by the city shall be paid for by said owner in the amount of $75.00 per hour for work done, with a minimum charge of $75.00 regardless of time involved.
