Meters, when installed on any property, shall only be removed when authorized by an employee of the public works department. If a water meter is damaged by tampering by the property owner or consumer or other action of the consumer or use, or by hot water coming from the consumer’s line, then all costs for the repair or replacement of the water meter shall be charged to and paid for by the property owner or consumer in addition to any penalty.
