The city shall provide notice before shutting off water from any premises connected to the city mains, for repairs, extensions or other necessary purposes, except where emergency precludes notice; and the city shall ensure that boilers and similar devices are equipped with safety mechanisms in case of failure of the water supply, in accordance with the city’s building code.
