It shall be unlawful for any householder or other consumer of water supplied by the city of Electric City to cause or permit water to be discharged through any pipes or faucets in any house, building or premises, owned or occupied by such householder or other consumer of water, in excess of the quantity actually necessary for domestic, irrigation or other lawful purposes for which payment is made. Any person violating the provisions of this section shall be subject to a fine established by resolution, and water supply to the premises may be cut off until such fine is paid.
