All such utilities now operating within the city of Electric City shall, within 30 days of the adoption of the ordinance codified in this chapter, make application for such franchise. All such utilities hereafter desiring to operate such facility within the city of Electric City shall make application prior to installation of the facility and the commencement of the operations.
