This chapter does not imply that land outside resource lands and critical areas activities that are permitted within such areas will be free from exposure or damage resulting from catastrophic natural disasters which can, and will, occur on rare occasions. This chapter shall not impose or create any liability on the part of the city, elected or appointed officials, and/or employees thereof, for any damages that result from reliance on this chapter or any administration decision lawfully made hereunder.
