When it becomes necessary for the city to prepare and file a lien against real estate for delinquent utility charges, a service charge of $50.00 shall be made against the owner of such real estate to cover the cost of preparing and filing the lien; and the lien shall not be released until such service charge, together with the delinquent utility charges, is paid in full.
