The revenue from the aforesaid tax shall be used for the construction of performing arts center facilities, visual arts center facilities, stadiums, convention centers, or for tourist promotion within the meaning of RCW 35.21.700. Said tourist promotion, pursuant to RCW 67.28.210, may consist of advertising, publicizing or otherwise distributing information for the purpose of attracting visitors and encouraging tourist expansion in the city of Electric City or the areas adjacent to the city of Electric City which bear upon its economic condition.
