If the city denies an application the applicant or person shall have 15 days after the date of the license denial to appeal, in writing, to the city council. Upon receiving a written notice from the applicant or person the city council shall conduct a public hearing at their next regularly scheduled meeting. The decision of the council shall be announced at the conclusion of the hearing and shall be final.
