The fee for each license shall be $5.00 per month. The license period shall commence on the first day of the month and terminate on the last day of the same month, both dates inclusive. No licenses shall be issued for a fraction of the period covered thereby. In the event of the revocation or termination, from any cause, of the license or in the event such devices or games could become or be declared or found to be illegal, then, and in either event, no portion of the license fee shall be refunded, and such fees shall be considered as having been paid for the right to operate said devices and games up to the time of the revocation or termination of the licenses or the declaration or finding that the machines are illegal.
