The holder of each license shall on or before the first day of each month furnish the city clerk-treasurer of the city of Electric City, state of Washington, with a list of the locations where his or its amusement devices or games will be operated for the ensuing month, together with the description and serial numbers of such devices and games, and at the same time shall pay to the said city clerk-treasurer the required license fee for each device or game, and on or before the fifth day of said month such licenses will be placed upon all such devices and games.
