It is unlawful for any person, firm or corporation, other than the city, the city’s garbage contractor, or a private disposal company franchised by the city, to scavenge, remove or collect any garbage or refuse after a customer for collection has set it out. (Ord. 456 § 1, 2012; Ord. 358 § 8, 2003)
