Charges for refuse collection and disposal shall be compulsory for every building in the city and shall be billed in conjunction and simultaneously with statements issued by the city for water and sewer services. The charges or accounts shall be paid at the City Hall on or before 5:00 p.m. on the twentieth day of each month, and if not paid shall become delinquent with a $15.00 late fee added at that time. Service may be suspended for nonpayment of such accounts within five working days of notice. Suspension shall not relieve the person owing such account from the duty of complying with the provisions of this chapter. It shall be the responsibility of each person furnished garbage collection service to notify the utility department of any desired suspension of service during vacancy of the premises. Upon failure to pay the charges for garbage collection and disposal, the amount thereof shall become a lien against the real estate as provided in RCW 35.21.140. The owner of premises receiving benefit of garbage and refuse collection services shall be responsible for payment of all charges. (Ord. 456 § 1, 2012; Ord. 358 § 18, 2003)
