For the purpose of carrying into effect the provisions and aims of this chapter there is hereby established and created a department to be known as the city garbage service. There is created and established a special fund to be known and designated as the city garbage service fund. All money received by the city for the collection and disposal of garbage and refuse shall be placed in such fund and the expense of such garbage collection and disposal shall be paid therefrom.
