The provisions of ECMC 9.30.010 do not apply to the following activities:

(1) The use of a firearm for the defense of a person, family, or property, as would otherwise be allowable under the laws of the state of Washington.

(2) The use of a firearm by a law enforcement officer of the federal, state, or local government agency acting in the performance of his or her duties.

(3) Firearm Discharge Area. The discharge of a firearm is permissible in the following described area subject to the limitations as set forth in this section.

(a) The firearm discharge area includes all lands within the following described area located in Electric City, Grant County, Washington:

The Southwest Quarter of Section 15, Township 28 North, Range 30 E.W.M., except the parcel described as: Beginning at the North end of Banks Lake between Section 15 and 16, follow lake boundary Easterly and Southerly down to South line of Section 15; thence West along South line of Section 15 to the Southwest corner of Section 15; thence North to the Point of Beginning;

Section 16, Township 28 North, Range 30 E.W.M., except the Northeast Quarter of the Northeast Quarter, the Northeast Quarter of the Southeast Quarter of the Northeast Quarter, and a parcel of land Beginning at the Northeastern corner of the Southeast Quarter of the Southeast Quarter of said Section 16 and considering the East line of the Northeast Quarter of said Section 16 to bear North 01°34'40" West with all bearings contained herein relative thereto; thence South 87°27'56" West along the North line of the Southeast Quarter of the Southeast Quarter of the Northeast Quarter of said Section 16 a distance of 75.01 feet; thence South 02°09'39" East, a distance of 66.14 feet; thence South 85°42'53" East, a distance of 74.72 feet to the East line of the Northeast Quarter of said Section 16; thence North 01°34'40" West along said East line, a distance of 75.02 feet to the True Point of Beginning;

The Southeast Quarter of the Southeast Quarter of Section 17, Township 28 North, Range 30 E.W.M.;

The Northeast Quarter of the Northeast Quarter, the South Half of the Northeast Quarter, and the East Half of the Southeast Quarter of Section 20, Township 28 North, Range 30 E.W.M.; and

The North Half of the North Half, the North Half of the South Half of the North Half, the South Half of the Southwest Quarter of the Northwest Quarter, and the West Half of the Southwest Quarter of Section 21, Township 28 North, Range 30 E.W.M., except a parcel of land described as that portion of the West Half of the Southwest Quarter commencing at the Southwest Corner of Section 21, thence East along the South line of Section 21 for 900 feet more or less to the toe of the bluff and point of beginning, thence North along said toe for 500 feet thence Northeasterly along said toe to the Northeast Corner of the Southwest Quarter of the Southwest Quarter of Section 21; thence South along the East line of said Southwest Quarter of the Southwest Quarter to the Southeast Corner of the Southwest Quarter of the Southwest Quarter; thence West to the Point of Beginning.

The city clerk shall maintain a map of the firearm discharge area.

(b) Five-Hundred-Foot Buffer. Discharge of any firearm or any other projectile such as a bow and arrow is prohibited within the 500-foot buffer area defined as that portion of land within the firearm discharge area running 500 feet in width along the boundary between the firearm discharge area and lands lying to the north of that defined area.

(c) No person shall discharge a firearm within the firearm discharge shooting area:

(i) Within, from, along, across, or down roads or trails; or

(ii) On, at, across, along, down, from, or within 500 feet of:

(A) Recreational facilities that are not specifically designed for the discharge of firearms;

(B) Residences;

(C) Businesses;

(D) Structures; or

(E) Areas designated or posted as no shooting.

(d) Any discharge of a firearm within the firearm discharge area is subject to all state and federal laws and permission of the landowner. (Ord. 543 § 1, 2019)
