(1) All rates and usage limits related to water services, connection fees, delinquent charges and service charges for both inside the corporate limits and outside the corporate limits of the city shall be established by resolution.

(2) All charges for water service shall be due and payable at City Hall on or before the twenty-fifth day of the month, or the following day if it is a weekend or holiday, and shall become delinquent after said twenty-fifth day. A penalty shall be assessed by resolution on all delinquent utility bills and a service charge established by resolution will be made for turning on any water service that has been turned off for failure to pay the utility bill.

(3) Office hours for the payment of utility bills and any other business pertaining to the operation of the water and sewer system will be at the City Hall between the hours of 8:00 a.m. and 5:00 p.m., except for the noon hour, from Monday through Friday, except legal holidays.
