It is the responsibility of all property owners and their renters to abide by the conditions of this chapter. In the event of any changes to the plumbing system, it is the responsibility of the property owners and their renters to notify the city of Electric City. All costs associated with this chapter and the purchase, installation, testing and repair of devices are the responsibility of the property owner and the property owner’s renters. The council shall establish rates for any service or testing provided by the city for such devices, and the property owner shall be responsible to pay such charges as part of the water system charges to the subject property.
