Sewer fees shall be established by the city council by resolution of the council and shall be effective as stated in that resolution. The fees established shall conform to the following process and shall cover the listed service fees and charges:

(1) A constant cost factor shall be established for all sewer charges.

(a) The user charge shall be calculated by multiplying the total number of ERUs as established in this chapter for each user by a constant cost factor to determine the sewer rate.

(b) The current utility tax rate shall be added to the ERU constant cost factor figures to arrive at the monthly sewer billing rate.

(c) Residential and commercial rates, both inside and outside the city limits, are based on the ERU constant cost factor, plus the current utility tax rate, for a monthly sewer rate.

(2) Sewer hookup charges include a base fee per service and extension plus a sewer hookup to be paid in advance.

(3) A sewer line may only be capped and billing discontinued with an application and city council’s approval. The capping of the sewer is the owner’s responsibility. The capped sewer is subject to inspection by the city and the appropriate fee charged for the inspection. (Ord. 523 § 1, 2017)
