There is created the office of city administrator, which shall be filled by appointment of the mayor, subject to confirmation by a majority vote of the city council, to serve at the pleasure of the mayor. At the discretion of the mayor and confirmation by the council, the positions of city administrator and city clerk/treasurer may be combined in the same person. When these positions and responsibilities are combined in the same person, the salary shall take into consideration the joint responsibilities and shall be recommended by the mayor and approved by the city council. The city at its discretion may specify additional terms and conditions of employment in a written agreement executed by the mayor and approved by the city council. (Ord. 540 § 1, 2019)
