The mayor of Electric City shall be the chairman of the board of trustees, and the clerk-treasurer of the city shall be the secretary-treasurer of the board of trustees. The secretary shall keep a public record of all proceedings, of all receipts and disbursements made by the board of trustees, and shall make an annual report of its expenses and disbursements with a full list of beneficiaries of said fund in such municipality, such record to be placed on file with the records of the city of Electric City and the copy filed with the State Auditor.
