The board of trustees shall have the power and authority to ask for the appointment of a guardian whenever and wherever a claim of a firefighter or a firefighter’s beneficiary would, in the opinion of the board, be best served thereby. The board shall have the power to make and direct the payments, therein provided for, to any person entitled thereto without the necessity of any guardianship or administration proceedings when, in its judgment, it shall determine it to be for the best interests of the beneficiary.
