The city finds that it is in the interest of the public health, safety and welfare to require and regulate the removal, collection and disposal of garbage, refuse, waste, rubbish, debris, discarded food, animal and vegetable matter, brush, grass, weeds, cans, glass, ashes, swill and boxes and cuttings from trees, lawns and gardens. It is the intention hereof to make the collection, removal and disposal of garbage, refuse and dead animals within the city compulsory and universal. (Ord. 456 § 1, 2012; Ord. 358 § 1, 2003)
