The enforcement officer or his agent may enter upon any property for the purpose of inspecting the property and taking specimens of weeds or other material. A reasonable attempt shall first be made to notify the owners of the property as to the purpose and need for entry, but where such notification is impossible or if the owner does not consent to inspection, the inspection shall be pursuant to a warrant.
