Notwithstanding the issuance of a permit, the city may at any time grade or renew or repair any street or alley when, in the judgment of the appropriate city officials, such work is necessary on the street or alley. (Ord. 456 § 1, 2012; Ord. 279 § 12.52.030, 1990)
