All meters shall be of standard size and design approved by the public works director and each meter shall, before it is installed, be separately examined, tested and approved by the public works director. All meters must be provided with all necessary valves and set in a manner approved by the public works director. Meters shall at all times be accessible to the public works director. Meters installed on any property, or servicing any property, will be tested by the public works director at the request of the property owner or lessee on paying the charge therefor.
