At all fires, the chief of the fire department shall have sole command and all members of the fire department and all police officers of the city shall, during the continuance of any fire, be subject to his order. In the absence of the chief or assistant chief, the first city police officer or firefighter to arrive upon the scene of said fire shall have sole command thereof until he/she turns the fire control over to the fire chief or second-in-command of the fire department or police department, when deemed necessary for the extinguishment of the fire.
