The assistant chief of the fire department shall render such assistance to the chief in the discharge of his duties as shall be required by such chief and the city council. He shall have command at all fires from which such chief for any cause may be absent; and in the absence of the chief he shall at all times exercise like powers as might be exercised by the chief if present.
